The draft of Bangkok Master Plan on Climate Change 2021-2030 was approved by the 7th Joint Coordinating Committee/the 11th Steering Committee (JCC7/SC11) under the Project for Strengthening Institutional Capacity for the Implementation of Bangkok Master Plan on Climate Change 2013-2023 by conducting 5 sectors in response to climate change.

         The 7th Joint Coordinating Committee/the 11th Steering Committee (JCC7/SC11) meeting for the Bangkok Master Plan on Climate Change 2013 – 2023 and the Project for Strengthening Institutional Capacity for the Implementation of Bangkok Master Plan on Climate Change 2013-2023 were held at 9:00 AM – 12:00 AM on 24th December 2021 at 8th floor meeting room, Thani Noppharat Building, in Bangkok Metropolitan Administration (BMA) City Hall 2 (Din Daeng). The JCC7/SC11 was chaired by Pol Lt Gen Sophon Phisutthiwong, Deputy Governor, Bangkok Metropolitan Administration (BMA). 

         In such meeting, Mr. Chatree Watanakhajorn, Deputy Permanent Secretary of BMA, Mr. Wirat Manassanitwong, Director General of Department of Environment (DOE), as BMA’s executives, to join the meeting. Also, there were representatives from Japan International Cooperation Agency (JICA) (Thailand’s office),  Embassy of Japan in Thailand, City of Yokohama, and Royal Thai Government agencies took part in the meeting namely Office of Natural Resources and Environmental Policy and Planning (ONEP), Office of the National Economics and Social Development Council (NESDC), Pollution Control Department (PCD), Department of Alternative Energy Development and Efficiency (DEDE), Department of Environmental Quality Promotion (DEQP), Office of Transport and Traffic Policy and Planning (OTP), Thailand International Cooperation Agency (TICA), Energy Policy and Planning Office (EPPO).

         At the meeting, the draft of the content of the Bangkok Master Plan on Climate Change 2021 – 2030 was considered. For developing the new Master Plan by 2030, it was cooperated and supported by JICA which was a kickoff meeting on January 26th, 2021. The process of developing the new Master Plan had been continuously discussed and consulted with the consultant team and Task Force members, the whole process was expected to complete by December 2022. For example, on February 22nd, 2021, the meeting for considering the vision of the new Master Plan was held. Then, the meeting for considering the initial draft of the new Master Plan was arranged. On December 21st, 2021, the public hearing of the new Master Plan was held respectively.

         In this regard, the secretariat team, task force members, consultant team, and JICA experts jointly considered the draft of the new Master Plan that covers 5 sectors namely environmentally sustainable transport sector, energy efficiency and alternative energy sector, efficient solid waste management and wastewater treatment sector, green urban planning sector and adaptation planning sector. As for the target for greenhouse gas emission (GHG) mitigation by 2030, it was set up at 19 per cent in comparison to the Business as Usual (BAU). Furthermore, the operational approach under the new Master Plan is in line with Thailand’s Nationally Determined Contributions (NDCs) and Paris Agreement. According to the meeting, the draft of the new Master Plan was approved and the secretariat team was assigned to support the coordination for revising the draft of new Master Plan in a complete manner after receiving the recommendations from this meeting.
