On October 21st, 2019, from 09.00 AM. to 02.30 PM., at 8th floor meeting room, Thani Noppharat Building, in Bangkok Metropolitan Administration (BMA) City Hall 2 (Din Daeng), Climate Change Strategy (CCS) Sub-division, Air and Quality and noise Management Division, Department of Environment (DOE) and Japan International Cooperation Agency (JICA) jointly organized the activity for training of setting the target for GHG mitigation after 2020 and preparation for developing the new Bangkok Master Plan on Climate Change by 2030.
BMA and JICA has cooperated for the implementation of the Bangkok Master Plan on Climate Change 2013-2023 to cover both GHG mitigation and adaptation planning. For reducing GHG emissions, there are operation to cover 4 sectors namely environmentally sustainable transport sector, energy efficiency and alternative energy sector, efficient solid waste management and wastewater treatment sector, green urban planning sector. As for adaptation planning, the implementation of adaptation to climate-related disasters mainly focuses on such as floods, droughts, and coastal erosion based on geographical conditions of Bangkok metropolis.
Moreover, the outcome of the comprehensive review of the progress of the implementation according to the Bangkok Master Plan on Climate Change 2013-2023 was found that the target of GHG mitigation of the current Master Plan will be completed by 2020, whereas the timeframe of the current Master Plan covers 2023. Therefore, to ensure the operation in line with Thailand’s climate change policy and Paris Agreement, BMA approved to determine the new target of GHG emission reduction and develop the new Bangkok Master Plan by 2030.
In this regard, BMA and JICA jointly arranged the training activity with the aim of (1) understanding of 7 steps for planning of GHG emission mitigation/considering the framework for climate change adaptation planning, (2) understanding of climate change policy at the national level such as Nationally Determined Contributions (NDC) and Thailand’s National Adaptation Plan (NAP), (3) organizing the training activity for participants to review related policies and plans, and (4) meeting with task force members to discuss the new target setting for GHG mitigation. In order to promote the perception and understanding of relevant aspects, the BMA’s executives, JICA experts, local consultants of each sectoral task forces, task force members, and relevant staff were invited to take part in this the training activity
