BMA cooperated with JICA to organize the training course for measurement, reporting and verification (MRV) on GHG mitigation in 4 sectors according to the Bangkok Master Plan

          On October 8th, 2021, at 1 p.m., Climate Change Strategy Sub-division, Air Quality and Noise Management Division, Department of Environment (DOE), and Japan International Cooperation Agency (JICA) jointly organized thee training course for measurement, reporting and verification (MRV) on GHG mitigation and monitoring and evaluation (M&E) on adaptation under the Project for Strengthening Institutional Capacity for the Implementation of Bangkok Master Plan on Climate Change 2013 – 2023.

          Mr. Wirat Manassanitwong, Director-General of Department of Environment (DOE) assigned Act.Sub Lt. Wiruch Tanchanapradit, Director of Air Quality and Noise Management Division, DOE to act as the chairman of such training. The participants in the training course for MRV and M&E consists Task Force members from 5 sectors under the Bangkok Master Plan (environmentally sustainable transport sector, energy efficiency and alternative energy sector, efficient solid waste management and wastewater treatment sector, green urban planning sector, and adaptation planning), and representatives from BMA’s departments namely Department of Environment (DOE), Traffic and Transportation Department (TTD), Public Works Department (PWD), Strategy an Evaluation Department (SED), Medical Service Department, Department of Drainage and Sewerage (DDS), City Planning Department (CPD), and Fire and Rescue Department (FRD). Due to the Covid-19 pandemic situation, the training activity was organized through the online video conference (Zoom progam).

          According to the comprehensive review of the implementation progress of the Bangkok Master Plan on Climate Change 2013 – 2023, it was found that the operation of GHG emission mitigation and adaptation to climate change at the macro level have been continuously driven. However, activities at the project-level for reducing GHG emissions and adaptation planning to climate change has appeared gaps which are obstacles for conducting MRV on GHG mitigation and M&E on adaptation. So, such gaps need to be solved. In this regard, to bridge the gaps or gap management, BMA cooperated with JICA to arrange the training course for MRV and M&E so that to build an understanding of MRV and M&E framework to track the operation for GHG mitigation and adaptation in an effective manner.
