BMA and JICA jointly organized the training activity for supporting the preparation of GHG mitigation target after 2020 and developing of the Bangkok Master Plan on Climate Change by 2030 (Training Module 5).

          Between 9th and 17th September 2020, at Department of Environment, Bangkok Metropolitan Administration (BMA) City Hall 2 (Din Daeng), Climate Change Strategy (CCS) Sub-division, Air and Quality and noise Management Division, Department of Environment (DOE) and Japan International Cooperation Agency (JICA) jointly organized the training module 5 with the aim of strengthening the capacities of BMA staff as task force members under the Master Plan, and building an understanding of framework and principle of measurement, report and verification (MRV) on GHG emission mitigation and monitoring and evaluation (M&E) on adaptation to climate change.

          In this regard, to achieve the goal of this training activity, task force members under the current Master Plan and relevant BMA officers were invited to the training activity for gaining knowledge and experiences, and enhancing their capacity in driving the implementation on climate change according to the Master Plan, in particular, in terms of conducting MRV on GHG reduction and M&E on adaptation. JICA experts and local consultants of task forces, as advisers and facilitators, played the key role in coaching and working closely with task force members of each sector under the Master Plan.

          Due to the response to the COVID-19 measures, the training activity was arranged different the periods of time to reduce the risk from participants gathering at the similar place through the online video conference. The task force members of environmentally sustainable transport sector and energy efficiency and alternative energy sector were trained on September 9th, 2020. The task force members of green urban planning sector and adaptation planning sector were trained on September 10th, 2020. On September 17th, 2020, the task force members of efficient solid waste management and wastewater treatment sector joined the training activity to be strengthened their capacities. The overall training activity can be summarized as follows: 

          For the context of GHG reduction (environmentally sustainable transport sector, energy efficiency and alternative energy sector, efficient solid waste management and wastewater treatment sector, green urban planning sector) under the current Master Plan, the task force members of each sector presented the outcome of project selection to be implemented under the new Master Plan by 2030. In this regard, JICA experts educated and trained how to conduct MRV on GHG mitigation. As for the context of adaptation planning, the task force members presented project selection to be operated in the new Master Plan by 2030. JICA experts gave the lecturer on the guidelines for conducting M&E on adaptation to climate change in accordance with the context of Bangkok Metropolis

          This training activity was beneficial for task force members to pave the way for monitoring and evaluation of the implementation according the Master Plan in the future in a concrete and effective manner.
